I don't see how it would be possible. There is no demand for office space at that price and a residential tower would be extremely costly and would need to be 45-50 storeys to be the "new tallest". Finding people to commit to that much expensive space would make it a very slow project to get going, at best.
Here's one I would do if I could. Demolish the "new" section of the Marlborough and replace it with a new hotel of the same size with 15-20 floors of condos above, while restoring the old part of the hotel.
