To me it's about the latitude more than anything - closer to the equator is more economical for launches, because they can take advantage of the Earth's rotation to provide an energy boost. This country has a history of spreading the money around (not just internally... e.g., I expect that our 12 boat sub program will end up split between the South Korean and German bidders, because we only have 4 now so if we can get 6 of each type we'll have an advantage vs. before, regardless of the extra costs to support two different models).
Not if one of the goals is greater self-reliance.
