Pretty sure 1 floor is enough high for a train station.
Upper floors could still be offices or other public use like a museum, stores, restaurants
Or even high end residences.
Obviously the building would need massive work.
Remember that the building is pretty much a copy paste of the nature museum for inside possibilities visualization

That configuration makes sense. I'd kind of forgotten the link to the Nature Museum. You can definitely see how that could work. And it wouldn't be the only train station with offices above it, so probably doable.
