You shouldn't be given credit for bad policy as a politician. This is Trumpian behaviour to always support your team. They are looking at the same polls we are and they are panicking. That's why they changed course. Even if that was not reason, you still shouldn't be giving politicians credit for stuff like this. They are here to introduce and implement policies that are beneficial for their constituents, not to run experiments on people.
