No, by roads. There is no freeway to the airport from downtown and likely wont for some time.

Worst comes to worst, we can have the bypass run down from Carleton Place, skim by Smith Falls (more like 2 KM away), by Kemptville then back to 417 near Embrun. The portion from Smith Falls to Embrun will incorporate the new Highway 43 that @lrt's friend has proposed.
Circuitous? Absolutely. But people will take it if 417 through Ottawa really becomes that unbearable.
This will literally bypass Ottawa and all the municipal politics within the city.
