If that's the case, then how exactly are they engineering HFR, because last I checked, this was the whole premise behind the project: minimal cost by avoiding grade separation and land acquisition.

They'll need a new line and possibly new corridor. It won't be cheap. Like I said, probably $2-3B. Which is not cheap, considering that HFR is over $4B for nearly double the distance. But it's marginally defensible on economic development grounds and might get Albertans to stop whining that the feds never do anything good for their province.
