The correct path should have been to license retailers and stay completely out of the retail business and collect the taxes and fees.

The same thing should be done with the LCBO. Ontario would make far more NET without OPSEU based LCBO's, real estate costs, retail operation costs, pensions, labour costs etc.

ya but more good paying jobs come with LCBO staying in gov hands. it's not like the cost of booze is going to go down if sold privately
