A one month "slow down" in the urgency of the start-up of a major plan during the election isn't exactly "not doing any work". They are definitely still working on it and consulting. You'd also be surprised how many files these individuals have, how understaffed they are, and how much work they do. You can still run analysis in this Corridor area during an election. You're just not going to see extra hours and man-power placed to expedite the early analytical process during an election.
While myself and our folks get frustrated with City staff and planners time to time, it's usually because they are given too many files with too few staff.
