I guess teams are using their building budgets to put in more lucrative revenue generators (club seating, lounges, skyboxes, retail and restaurant spaces, etc.) as compared to adding another 10,000 cheap seats at the top of the building.
A base capacity of 32,000 with expansion to 40,000 would strike me as very good for a city of Regina's size, and will allow for an excellent game atmosphere. I would not put it into the same category as Hamilton's undersized stadium, where the building's very small capacity will lead to a diminished fan experience.

Thats not surprising to me. I have heard of a trend for smaller stadiums in the future for NFL teams. Heres a few stories that might explain that:

Interestingly enough the NFL has to deal with some of the same issues that the CFL does. And contrary to what a lot of people believe in this country when they compare the CFL to NFL. Not every NFL game is sold out, far from it. Even some of the premier franchises don't sell out every time. The blackout rule and high ticket prices might play a role in that.
But there are lots of teams in the NFL like Miami, Oakland, Buffalo, Cincinnati and others that have a lot of problems getting butts in seats for home games. No different than with some of the teams in the CFL.
The networks in the U.S. do a pretty good job of covering up the low attendance at some of the televised games. I remember watching a Miami home game last year. And every once in awhile the camera would briefly pan out into the upper decks and there wasn't too many people sitting up there.
So the NFL is still a big draw but they aren't perfect and they have their problems. I don't think people here that watch the CFL shouldn't get too excited when they see empty seats at a game. Like it only happens here, it happens a lot in the NFL too. Just not on the same scale as here.
The thing is that the teams in the NFL make more than double from the TV revenue than they do from ticket sales. So with the blackout rule in the NFL if your not selling out or close to it. It's gonna impact your ratings. I think in the future you will definitely see a trend towards smaller stadiums in the NFL.
I think Regina should be thinking a little to the future and look at having something in the order of 35,000 permanent seats. With expansion capability to at least 45,000+ for large scale events like Grey Cup. With is really where the pay off comes to the local economy is with large scale events.
It looks like to me yesterdays game had well over 35,000 in attendance. So I think they would have no problems filling the seats.
