It's being studied in NS and some rail upgrades are already happening. There was a bridge failure along the main line a few years ago so I wonder if capacity improvements could piggy-back off of resilience upgrades.
There's also a highway between Toronto and Montreal that people can take; most urban rail routes are also served by road connections aside from remote train-only areas. I think train services are complementary. People don't necessarily want to drive downtown or to the airport. It could also connect to the Mill Cove ferry under development, which connects to the rest of the ferry system. And of course a train already runs, but it goes all the way to Montreal and runs only 3x per week.
