Watson flew a Liberal flag of convenience. He started his political life in the PC party, and heeled to small-c conservative and "blue liberal" political ideals his entire career.

I would certainly not count Chiarelli as a leftist, though he did get the ball rolling on rail transit. Watson was surprisingly low-key leftist with the bike infrastructure. It was under him we got our first on street bike lanes with Laurier despite heavy opposition.
