This is happening as unemployment and youth unemployment in Canada overall is rising.

Lo and behold just days after Tim Hortons TFW reporting I've seen Tim Hortons job ads on YouTube
Rather than blame the company for taking advantage of a legal program, one might better direct one's complaint to those who made it legal ...
