I think it's because of the incompetent councilors and management at city hall. No one want to do business with them because of all their red tape.
look at Galway, insane amount of traffic goes there because of Costco, yet nothing really being built there to take advantage of it. Seems stalled now because of a stupid roundabout demand and Ron's hatred of Danny.
I'm sure if Ron's real estate business was to get a %, there'd be zero delay...
