Kind of a 6, half dozen or the other situation. Statistically speaking cities like Ottawa, Montreal, QC, don't get as cold as the prairies, but have a lot more gray days, so it kind of evens out.
Kind of like Vancouver. It doesn't get cold, but normally it's super gray and wet all winter - this year being an exception. IMO, Victoria's the only place in Canada that more or less escapes winter.
Calgary probably has the weirdest winter and doesn't fit into any particular type of category. It could be -20, or +20. It's one of the few places where patios are used in January/February. You can be on a patio in a t-shirt in January, and the next day bundled up with a scarf and a parka.
