I think the idea she has is concentric circles around stations, like the TOD legislation from the province. The plan delineates a long rectangle running east-west between 16th and 2nd that allows similar towers at the outer edges to those closer to the stations. You end up with surprising density in locations on 2nd or 16th for example, between stations, that are a fair distance from the transit and quite a bit more than the provincial legislation would require.
