Hmm... 3700 people apartments at an average Manhattan household size of 2.00 is 7400 people. That works out to roughly 200k ppsm density. Not unheard of in NYC but definitely up there with Yorkville and LeFrak City among the densest concentrations of humanity in the developed world.

I would argue that to put this many people on such a small piece of land definitely requires a lot of time and careful planning (maybe years) even if you are not letting NIMBYs derail the process.
