Ukraine had plans for Europe's tallest building?

"The Trident" project in Kyiv, Ukraine was a plan for 402-meter, 101-storied skyscraper proposed by M. V. Susskaya, S. V. Babushkin (Archunion) in 2005. It had "proposed" status and was originally scheduled to be constructed during 2007-2010 (later was delayed to 2008-2012, then to 2010-2014, and then was fully cancelled in 2010, probably due to lack of funding and/or public opposition). It was slated to feature hotel, office, residential units, parking garage, restaurant, fitness center and shops - basically a vertical city in a single building. Assuming the planned height of 402 meters (465 meters with spire in earlier design), it was planned to be the tallest building in Europe, but I have a question: "Was this project a viable proposal? Or it was just a visionary project?"

I don't remember reading about it at the time.
My sense is that it probably didn't have broad support, and it being delayed several times? The vibe is someone with not enough money or power tried to make it a thing on their own but didn't get enough support from others with deep pockets.

But I've got no evidence backing this up.
But (more buts!) it reminds me of proposals here in Sweden, and elsewhere.
