Was Burj Azizi (formerly Entisar Tower) under construction in 2015?

An archived copy of a page of Entisar Tower (proto-Burj Azizi) project in Dubai, UAE from March 26, 2015 says, that this project was already under construction.

Most likely not in 2015 there was no real construction on Burj Azizi. The site only had some prep and foundation work left over from the earlier Entisar Tower project by Meydan Group, which was later cancelled. Azizi Developments only bought the plot around 2017, rebranding it as Burj Azizi.

The original Entisar design was by AE7 Associates, and early contractor El Seif Engineering handled initial groundwork. Under Azizi, the project got new teams dsgn for interior design (signed 2024), International Foundations Group (IFG) for enabling works, and Gardinia Contracting (an Azizi subsidiary) as the main builder.

It may have been set as under construction in the database here at the time because of the site work being done, although no structure had been started.
