Chennai - Has JDA registration come into force in Chennai in 2025

We are planning our 4 in 1 (4 flats in 1.25 grounds) flat to be demolished and reconstructed as a 6 in 1 flat in Chennai. The builder says the Joint Development Agreement registration (JDA) between land owners and builder in Tamil Nadu has not come into force as of now and we just need to do an unregistered JDA. Can any one clarify me whether registration of JDA is in force in Tamil Nadu as of 2025[/B]. Pl. help me if anyone can with your clarification.
