The fence is a bad reaction to a single event in a long history. An overreaction, or a stupid requirement imposed by some policy or insurance requirement. Barbed wire? It's ugly and stupid.
But, referencing internment camps, and the like? That's an overstatement.
I also think this touches a nerve because the citizenry tends to think of wooded areas that remain over time to be parkland or 'wilderness.' When they are mowed down or fenced with ugly chain link, people react.
