Interestingly, the Civic Centre Plan (Victory Square area) had:
- an Opera House on the site of the Queen Elizabeth Theatre,
- an Art Gallery & Museum on Larwill Park where the new VAG is proposed, and
- a Vocational School on the VCC site.
