It is an annual competition, this year sponsored by the Salt Lake City RDA, Boyer, Ivory, and the State DABC. Developers and city use the winning team as a conceptual design and financial plan moving forward.
Last year's competition was located on Logan main street, and the developer went forward with a refined proposal very similar to the winning team's design. I wish I could find the file, it was a gorgeous main street redevelopment/revitalization with a massive public plaza, retail, and high density apartments in order to urbanize part of Logan's under utilized downtown. However, the city ultimately rejected the developers proposal due to it hinging on demolishing a "historical" 60's structure on main street, despite it preserving and incorporating dozens of 19th century and early 20th century structures. Absolute waste of a decade of planning and an incredible proposal, not to mention a huge effort by dozens of design teams for the 2019 UREC competition.
It's just yet another cancelled project to improve and urbanize the many parking lots in downtown Logan. Every project in the downtown area from the last decade has been rejected due to pressure from suburban residents, as the suburbs continue to explode. Such a shame.
To answer your question, yes, it is a conceptual proposal for a real development, but expect something similar to the first place team and not the second place team. Judging was weighted 80% financial and 20% design, despite teams being equal parts designers and financial people. Fixed the link in the previous post.
