Seems likely they're doing it all at once. Old Oak's president said he wants it done by 2021; "Old Oak will start excavating the site, digging down six metres to clean out soil where a gas station once stood, in July. Bierbaum hopes to have the project completed in 2021." Their website states occupancy will be ready by 2022.
