It's like a yo mamma joke- The barn so big that the feds hafta check it out

Anyways, considering the length of the finished Green Line, it will be necessary to have a large enough space to store the cars. However, the ridership of the first phase doesn't seem to be enough to sustain such a large facility. Couldn't they just start small and then expand after the rest opened...?
