"divided north of the railway line" - do you mean divided east-west north of the railway tracks or do you mean divided "BY" the railway tracks north-south?
Page 4 of the open house boards show land use - with commercial uses around Brentwood Town Centre and westwards, and a "business centre" east of the Concord lands along the railway tracks.
The Brentwood Town Centre plan does not appear to cover the area south of the railway tracks.
