This was an alternative design that was intended for the same site.

The tower on the entry is clearly named Tower 164, like other several similar highrise building objects named after their height such as Tower 123 - 123m, Tower 121 - 121m. All of them are located near this building.

The 164m, 160m numbers are only estimates because there is no official data of the exact height.

Artemka is complete right. I saw yesterday the same source which says clearly 160m. There is no antenna of about 184m in any of sources and not even in photos. It is why i did not make yesterday. I made some research & i found this calculations:

1- the most probability height of 160m: (Monolit has 41 floors) so:
160 / 41 = 3.902 = ~ 3.9m floor to floor. So 3.9m * 41 = 159.9m

2- if it was 164m..., then:
164 / 41 = 4m floor to floor. This is just an around of 3.9m, which makes 4m more.

3- If had 42 floors..., then:
42 * 3.9m = 163.8m, which is also the almost same 164m.

But the building has 41 floors, so the source says 160m, so for me it is 3.9m floor to floor with the exact 159.9m around 160m. There is no mention about higher lobby or heigher double roof. It is a simple black monolit all equal in shape and volume. So i would consider 160m 41 floors.

Conclusion: Source says 160m clearly. A source is better than any of estimation. We follow sources at major of times then.
