Exactly, Ramako has right to ask, because if is just excavators making a hole, then this is not considered u/c yet. Just when the structure starts growing up with poudering concrete and steel is considered to be u/c. Please give a source with photo to make clear for us.

Your eyes deceive you. There is actually no way in hell this one will start without a dozen people reporting it on various online sources within a couple of minutes. And, yeah, shoring and excavation equals "under construction".
Emporis is wrong in this case. (likewise, Emporis isn't always right and the SSP editors aren't always wrong when the stats disagree.)

Well, since he hasn't come back to confirm construction is started, this will be shelved.
