It will go to either Hammond or Arlington Heights once the high-stakes poker game is over. Any additional sites are a pipe dream including the City of Chicago. Figuring out transportation is a big part of stadium planning, and if people are talking about how to bring transit to the stadium site(s) that is much better than a plan that assumes 100% of fans will drive.
AH is a lot easier in that regard since there's already a Metra station on site. It just needs a grade-separated crossing like Ravinia has, so that 1500 Bears fans or Swifties don't have to cross three live tracks all at once. And the stadium is centrally located to the Bears' ticket holder geography in the northern, western suburbs and N Side. (Bears fans live all over the metro area ofc but it's the wealthier folks shelling out for tickets these days)
Hammond is tougher, there is no commuter rail infra currently at the Wolf Lake site and it sits far away from where the bulk of Bears fans live. Getting a reasonable one-seat or even two-seat train to the N suburbs of Chicago is difficult and will require years of planning and fundraising. So it's best if they start the planning ASAP. The worst case scenario is a Hammond stadium with no transit access, which is likely to happen without a lot of careful upfront planning work and building support among politicians.
