Rental development to rise in two phases in downtown Kamloops' Columbia Precinct



A 250-unit, two-building rental development planned for the Columbia Precinct will be the second project under the provincial BC Builds program to rise in Kamloops.

Council will get a look at the first phase of the development — a six-storey, 126-unit building — during its meeting on Tuesday.

“Twenty six units within the development will be secured as below-market rental units, with the balance of units providing affordable rental housing targeted toward low and moderate income earners,” reads a report prepared for Tuesday’s council meeting.

The first building will be constructed at 535 Columbia St., adjacent to the main road.

“The proposed development will consist of an L-shaped building facing internally toward a centralized parking and green space area,” the report said.

The second phase will involve the construction of a five-storey, 125-unit building planned for 523 Columbia St., bringing the unit total to 251.

During Tuesday’s meeting, council will be asked to approve a housing agreement that will offer reduced parking requirements and a 10-year revitalization tax exemption in exchange for the provision of affordable market rental housing units in perpetuity.

The developer is planning to include a total of 146 parking spaces, including 72 spaces — 37 underground and 35 surface spots — for the first building.

The second building would include 74 parking spaces, 49 of them underground and the remainder located on the surface.

* I do believe all of us chums have talked about this, but I think this is the first actual render.

Maybe its 450 Columbia, It's the building facing Columbia Street

I think it's pretty recent. They have an active variance permit and development permit open for the property.

That rental should look good on Columbia Street. Now just need 664 Columbia to break ground and that part of downtown will be looking great.

Would there be any interest in a website similar to www.developkelowna.ca to keep track of the projects around our city? Was thinking it'd make a neat little passion project to work on in my free time.

I know they have a Camp ground in the works out there. When it was handed over in 2007 the plans were "new softball facility, public walking trails, and develop a new Kamloops Exhibition facility" The exhibition facility has come up at council from both KXA and 4H, so maybe: https://archive.news.gov.bc.ca/releases/news_releases_2005-2009/2007arr0022-001455.htm

It would also be a great place to store some large diameter pipe for a big pipeline.

Of course the city supports this. A group actively suing to have the entire city handed over to the them, and the city supports doing it very slowly instead. Sorry, we are the most self destructive nation on the planet perhaps tied with Germany and England.

-Downtown already has two east-west bike routes servicing the downtown core: The river trail on the low-side and Nicola on the high side.
-Columbia serves as a "top-road" route if you want to pedal 6th up and then it's all downhill to the other side of the downtown.

Why screw over parking on Seymour for ANOTHER bike lane? I don't care about 2-way traffic because I don't think I'm even old enough to remember when it was 2-way but screw another bike lane if it means I gotta park on Battle to get to a dentist's appointment because that side of the city ONLY has curb parking....and you want to remove half of it.
Plus what does it service? It slopes downhill to 10th and from there, any direction OTHER than under the rail bridge is back uphill.

I agree, they need to relax with the bike lanes. I'd much rather just have wider sidewalks and parallel parking than trying to cram a bike lane in and sacrificing parking, or sidewalk space. I mean it's not like bikes can't just go in traffic downtown.
