Reminder that the first phase is bringing a grocery store. Onni has a relationship with Aldi from Old Town Park, so that would be my guess.
But once that store is in place, this whole area becomes a lot more attractive/livable and the other big projects in the area (Halsted Landing, the remainder of the casino/Trib site) start to make a lot more sense. And the new Chicago bridge will fill in a missing link in the bus lanes and should provide a much stronger transit link to River North, Michigan Ave and the Blue Line.
