It's easy to mix up dates about construction projects, especially when a reporter is interpreting what they're told. The reporting process doesn't help, as there's very little QC or confirmation in the process. For starters the 5-7 might start from today.
Also, completion dates from a developer perspective can be a lot of varying things. First move-in, stabilization (when they're around the market vacancy rate), last move-in (often two years later), finaling the building permit(s) including the ones they use during the lease-up process...
