Probably not the way it was envisioned. Hard to say if it would have cost more to implement using a derelect building, but the opportunity to value engineer this is now larger... if/whenever it actually happens.
It's a sad story, despite strong opinions on all sides of it. And the saddest part is that it probably won't be the last one.
