I read it as the Charge was building the facilities, but I guess they weren't specific on the finances. There's quite a bit of space at arena level. The north side of the building is mostly operations and some meeting space/club space. The Sens have about a quarter of the floor, so there is still a good chunk of space left if they want to be near the rink. I think it's more likely they take space on the other side of the hall, which has lost of room.
