Yes, I saw this too (on my Facebook feed). A little digging shows that the address of the proponent is 11 York Street in Moncton, which corresponds to the
Cornerstone Chapel, which, by the looks of their Facebook page serves a primarily black and multiethnic immigrant population.
The actual chapel itself occupies a relatively small lot, so this new community centre must be building elsewhere in the city.
This is a substantial and very attractive project. How has it flown under the radar without anyone knowing anything about this? The church Facebook page includes a short video from earlier this month showing a backhoe doing some digging on a virgin lot, so it does appear that the first phase so construction is underway.
