I imagine it's crushed stone to be paved over.
The last part is the installation of the EFC cap consisting of several layers of materials which include aggregates of various sizes and topped by surface asphalt.

Stage 3 involved the construction and capping of dredged sediments using a combination of 155,000 m3 of recycled materials from Stelco, +11,000 wick drains, water treatment, +255,000 tonnes of aggregates, anchor blocks and tie rods, +245,000 m2 of geosynthetics and geomembranes, drainage piping, and 150,000 tonnes of preload material for settlement.

The third and final phase, which began in 2023, will see a layer of material put on top of the container for six months to "squeeze out" any remaining water, says the Bay Area Restoration Council's Randal Reef website. Finally, a cap will be put on top of the container and covered in asphalt.
