I feel like they don't have inside knowledge and is just posting about it to give some hype to the upcoming project. It appears they've used AI to add in the building rendering into the skyline to show what it could look like. (Zooming into the picture and looking around you can tell AI was used). Plus technically ICON has been preparing to begin construction for a long while. This is the caption:

"Moncton is growing faster than ever, but is the city ready for a 30-storey tower in the heart of downtown?

ICON Developments is preparing to begin construction on this impressive 340-foot skyscraper, a project that will redefine the city's skyline and become one of Moncton's most iconic buildings!".

Their previous post before that was another question like post, (containing another AI picture of a bridge added across the river), asking "Is it time for another bridge, connecting Dieppe and Riverview?".
