Ended up being reported as lose or missing fasteners. So probably bolts in the mast section. The trolly was at the end of the boom when I drove by that night, probably to try and balance the counterweight as best as possible to take tension of the mast sections. Last I saw there was still a stop work order on use of the crane.

The neighbourhood might be concerned when the crane goes up at the old church site down the hill. Based on the bottom section in place, it looks to be Omega’s crane of the same make.
