I don't quite understand why this needs a full road around the entire property. That's a lot of space, especially on the north end, that could have just been more housing or parkland.
You're right, a paseo through the buildings connecting the park and the transit stations would be a big improvement.

Yep, I imagined. Well I can say there's another set of anti-cranks I've talked to in Highland dismayed with this design and the missed opportunity. It's a public project after all, so it makes no sense to shoot TOD in the foot.
Even some minor tweaks that keep the garage rails side, but still provide a paseo, raised crosswalk, or more activation of the station area would save this.
