This case may be subject to the 100-day review timeline. The proposal is for a 6-story residential building with approximately 243 units and associated parking. The 5 over 1 construction allows for tall ground level units with partial mechanized parking and screened surface parking behind. The upper level will include a shared terrace and amenity for the residences to gather. The building is broken into three distinct ELEMENTS along SE Milwaukie Avenue. The first element in the center contains the elevators, entry lobby with views through to the bluff beyond. The second element to the south is 5 over 1 at 65-feet with a setback at 45- feet anchored by two vertical stacks of units. The third element to the north is a 5 over 2 at 75-feet and will have lofts within the units but not defined as a floor because less than 50% of the dwelling area. The project strives to take advantage of a recent zone change to create a multi-family housing project with a variety of dwelling units including ground level units with entry porches and planters to help screen them. The variety of roof forms and cornice lines strives to break up the massing and create a variety of scale at both the pedestrian and street elevations. Stormwater will be discharged through on-site drywells taking the water into the gravels beneath the site.
Full case file for Sellwood Bluff, which was approved last month.

Adjustment review for the Apatheia apartments at 2440 SE Cesar Chavez (former Rite Aid):

Quote:
SB 1537 Mandatory Adjustment New 120,368sf, 127 residential unit, 6-story mixed use building with onsite parking and public plaza. Stormwater is processed on site using drywells. Three adjustments are being requested to: reduce minimum required number of bicycle parking spaces by 50% (33.266.200 and Table 266.6), increase building height maximum to allow for 1 additional story (33.130.212, Table 130-3), and building height transition requirements to adjust base stepdown by 50% (35' + 17.5') = 52.5' (33.130.210.B.2.a)

Drive-thru approved for Dairy Queen in Southeast Portland

https://djcoregon.com/news/2026/01/13/dairy-queen-drive-thru-approved-southeast-portland/

Quote:
A Dairy Queen planned in Southeast Portland will include a drive-thru after all.

Last year, Portland Permitting & Development issued a letter to the owner of the lot at 5605 S.E. Division St., which formerly held a Dairy Queen. The city requested removal of a drive-thru from the owner’s plans to rebuild the fast-food restaurant.
Absolutely asinine decision by the city.

Honestly, I don't think the decision was legal given the time period that elapsed exceeded 3 years. However, IMHO, I don't think a single drive-thru for Dairy Queen will cause that much disruption on Division Street. At least the drivers won't need parking spaces in the neighborhood like the rest of restaurant row. Not that I mind the parking in the neighborhood, but I'm just trying to point out a positive here.

https://www.oregonlive.com/business/2026...artments-on-empty-east-burnside-lot.html

Housing development at 14th and Burnside scrapped despite new incentives.

So-called institutional investors such as insurance companies and pension funds who bankrolled much of Portland’s apartment boom of the 2010s have since backed away from new construction. To explain the slowdown, developers and real estate insiders blame a combination of factors beyond the high interest rates, including the paucity of available land, perception problems in the wake of 2020 protests that occasionally turned into riots, as well as restrictive policies such as inclusionary zoning that requires a set aside of income-restricted housing in many new apartment buildings.

Man that sucks. And I keep reading other cities having big projects getting big financing for close-in apartments in the last few weeks, with the same interest rate conditions. Obviously a Portland thing going on right now.

Maybe I’m mistaken, but isn’t inventory low and aren’t rents rising ? I don’t see how a moderately large new apartment building would be such a gamble if these are the current conditions, despite slow population growth.

An accessory surface parking lot with 16 vehicle spaces accessed from SE 45th St. is also proposed along with a common area located at the corner of SE Hawthorne Blvd. and SE 46th Ave. The project intends to comply with Design Standards; however, review through Type II or Type III Design Review procedures are also permissible. That lot has been a huge thorn in the side of the neighbors. Killian-Pacific had to be brought to the table kicking and screaming to do anything to reign in the drug abuse and squatting in the abandoned structure that was there. So glad to see this moving forward. Also glad I moved out of the neighborhood last summer. Will be a big noisy process.

I hope they do something urban with that open "Common Area" on the corner.
