The car infrastructure is likely to get congested too. I find there is an attitude in NS that if you have a highway exit for something you have solved transportation. This is far from true for a large stadium, and large events where most people are leaving in a private vehicle can be far more miserable than pedestrian crowds of a similar scale.

Missing from most media reports is that Clayton/Marchand plan to build 8000 homes on the site which could yield a population similar to Truro. If this is approved the city would be nuts not to start planning/assembling land for LRT. If this wouldn't be sufficient impetus I don't know what would be.
