Partly the height perhaps. But I think the bigger issue is that compared to a lot of skyscraper cities, Toronto has a different structure than most outside the financial district. Most either have a lot of tall buildings mixed with medium height buildings like NY, Chicago, and Sydney. Or they have highrises that are packed more densely like Hong Kong, But in parts of central Toronto like around Yonge between Wellesley down to Shuter, there were mostly small buildings of 4 or fewer stories or skyscrapers over 150m. So the lack of medium scale buildings and the space between highrises in those parts of downtown give it a kind of desolate look from above.
