The loan sends roughly $1.9 billion to the agency. Since the presidential election in November, Port Authority officials have raced to secure the money, fearing President-elect Donald Trump would nix it after taking office.

Along with $3 billion approved through the Port Authority’s 10-year construction plan, the loan covers about half of the new bus terminal’s $10 billion expected price tag.

Officials plan to replace the shabby old bus terminal built in 1950 with a new, light-filled space that can handle more riders. They hope to open the 2-million-square-foot facility to the public in 2032.

“This federal loan for this vital, interstate transportation facility will enable the Port Authority to build a 21st-century bus terminal that commuters from New Jersey and communities in New York City deserve and will rely on for decades to come,” Port Authority Chairman Kevin O’Toole said in a statement.

Port Authority officials still need to figure out how to cover the project’s full cost, but say the loan enables them to begin construction this year.

The U.S. Department of Transportation (DOT) announced on Tuesday that it has loaned the Port Authority of New York and New Jersey $1.89 billion to revamp and modernize the interstate agency’s bus terminal in Midtown, Manhattan. The loan will help fund the construction of bus storage, staging facilities, new ramps accessing the nearby Lincoln Tunnel and a 3.5-acre green space.

The announcement comes after the Port Authority received final and complete federal and city approval to proceed with the transformation project on Dec. 4, 2024. Construction will begin this year, Port Authority officials said.

The renovation projects are part of the first phase of the $10 billion plan for a new, 2-million-square-foot space for the 74-year-old bus hub. Port Authority capital is also funding the makeover, as future phases will also use revenue from future commercial development rights including NYC PILOT contributions.



The loan was listed here with some other NY projects seeking a loan, including 175 Park Avenue.

After years of stops and starts, the Port Authority of New York and New Jersey on Wednesday put shovels in the ground on a $10-billion project to transform Midtown's notoriously run-down bus terminal into a spacious, modern travel hub.

The project will reimagine the 41st Street facility between Eighth and 10th avenues with gleaming new structures that will expand the bus terminal’s capacity, add ground-floor retail and a new park on Dyer Avenue.

A new main terminal building on Eighth Avenue will come with five stories for buses to travel in and out of, while a building on 40th Street between Ninth and 10th avenues will store as many as 350 buses — up from the current 50 — to keep coaches from clogging local streets.

The existing, 74-year-old bus terminal was not only designed for fewer travelers but smaller buses. Modern buses are typically 45 feet long and 102 inches wide, which can cause operational issues at the current terminal. Serving bigger buses more efficiently means more space and bigger structures. To that end, a sprawling new helix-shaped ramp will connect Lincoln Tunnel to the bus terminal, stretching the existing footprint of the facility along 40th Street to 10th and 11th avenues.

The new storage building, ramps and park space are set to be complete by 2028, while the main terminal building is expected to be operational by 2032, according to the Port Authority.

Paying for the project is no easy task. The Port Authority wants to sell rights to a developer to build two skyscrapers over the main terminal on Eighth Avenue. Revenue from a third tower will also support the project; that building will be built on Port Authority-owned land bounded by West 30th and West 31st streets and ninth and 10th avenues near the Lincoln Tunnel.

The Adams administration agreed last year to commit 40 years of property tax revenue from the would-be commercial towers — up to $2 billion — to help finance the new bus terminal. Another $1.9 billion to pay for the project is coming from a loan awarded by the U.S. Department of Transportation in January. The Port Authority intends to foot the remainder of the bill.

She noted several proposals were put forward over the years to revamp the eyesore on West 41st Street between Eight and Ninth Avenues, including in 2007, 2013 and 2019.

But “none of these proposals managed to do what collectively we are able to do today,” Hochul said, promising the new terminal — which will be located in the same place and take approximately seven years to complete — will be “world class.”

Renderings shared by the governor’s office depict a gleaming, modern building, that’s expected to have open spaces and storefronts at the street level.

“This new terminal is going to be a game changer for New Jersey, for New York, and for visitors from across the entire globe, and it will help ensure that we preserve our region’s proud reputation as the gateway to America.” Murphy said.

The renovated hub, Murphy said, will be able to handle 1,000 busses per hour, a surge from the 600 it can process now.

I'm a little confused. This groundbreaking is just for the terminal and not the towers, correct?

The towers will be built over the new terminal, which itself will be the ladt phase of the project. When they get to that, onky the foundations of the towers woukd be built. The 3rd office tower would be built before then.

Tutor Perini was awarded a $1.87 billion contract to build a seven-story storage and staging facility and an adjoining ramp structure at the Midtown Bus Terminal.

This seems to be the structure that would be across from Larry's casino site. It's not bad. I thought that it would be a lot taller.

According to the Port Authority of New York and New Jersey, the change is permanent, and drivers are being urged to plan for alternatives or use public transportation.

The terminal was designed as a modern transportation hub for a car-forward age, offering suburban commuters a place to park above the buses before continuing into the city. At its peak, the garage held hundreds of cars, neatly arranged on the roof of what was then one of Midtown’s most ambitious public works projects.

The Port Authority says the ramp closures are necessary to advance construction on the new bus terminal, a long-planned overhaul of the aging facility.

Now that this has started, it's very exciting.

The eventual towers will be massive and help connect Hudson Yards and the Penn Station area to midtown proper.

It will be an amazing sea of supertalls.

Any updates on this project? I'm curious if any of the office tower plans are being finalized and perhaps actively marketed since the Manhattan market is now very strong.

i dk if ya'll been by there lately, but i have --- the amount of work going on right now is staggering and a jaw dropper. talking about the dyer deck over and the temp bus station sites.
