Recently completed. The Leaf over at Church Street (12 Church).

Although BRP Companies back in April marked the grand opening of its mixed-use development known as The Leaf at 12 Church St., in New Rochelle, on Sept. 24 a formal ribbon-cutting ceremony was held and New York State Homes and Community Renewal (HCR) Commissioner RuthAnne Visnauskas announced that The Leaf has indeed been completed. It’s a 477-unit $297 million mixed-income housing development that includes 119 units of affordable housing for residents earning up to 60% of the Area Median Income.

The 26-story building was constructed on land previously occupied by the New York Covenant Church. The church now occupies portions of the first two floors of the new building. A community space and retail space are also on the first floor. The Leaf is within walking distance of the New Rochelle Transportation Center for Metro-North and Amtrak, as well as several bus lines.

The project features the largest mural in Westchester County, a 20-story tall piece of artwork paying homage to New Rochelle’s diversity that is on The Leaf’s north-facing side on Main Street.

The entity 438 Main Street LLC, formed through a partnership between the St. Katherine Group and Kings Capital Group, is seeking financial incentives from the New Rochelle Industrial Development Agency for an affordable housing project at 438 Main St. in New Rochelle. The city’s Planning Board gave approval to site plans back in November of 2022 with an administrative amendment in December 2024. The building would include 115 units including one unit reserved for the building’s superintendent. The project also includes commercial space as well as 80 parking spaces.

The IDA was considering a sales and use tax exemption of $2,100,500 and a partial real estate property tax abatement structured under a PILOT (payment in lieu of taxes) agreement. There also is a mortgage recording tax exemption under consideration for the project.

It looks like facade work is well underway for the 17-floor residential building on the corner of North Ave and Main St.

This is good news. The area by the train station and I-95 is kind of a mess for pedestrians.

Governor Hochul Announces $16 Million for New Rochelle’s LINC Revitalization Plan

Feb. 19, 2026

"Governor Kathy Hochul announced $16 million in State funding awarded to advance New Rochelle’s LINC (Linking Innovation, Nature, and Community) Project. This critical investment restores previously rescinded federal funding and reinforces the State’s commitment to one of the most transformational projects in our city’s history. Now that New York State has committed the $16 million needed to fill the gap, Phase one of the project is positioned to move forward later this year. The LINC will deliver a connection between the downtown area, the train station, the library and Lincoln Avenue by replacing outdated highway infrastructure with safe, people-centered green public space to support local residents and businesses.

The LINC Project is New Rochelle’s plan to transform a section of Memorial Highway — originally built in the 1960s and responsible for severing a historically Black neighborhood — into a linear park and multi-modal community connector. The project will right-size the existing six-lane highway into a local street and green corridor, connecting downtown, the train station, the public library, and Lincoln Avenue. LINC will create safe and attractive pedestrian crossings, bike lanes, recreational space, and gathering areas, replacing a longstanding physical and social barrier with a shared community asset that allows residents and local businesses to benefit from downtown revitalization. The LINC is projected to generate more than $82 million in annual economic activity and 400 jobs.

“By transforming an outdated highway into green space, safe streets and vibrant public gathering places we are bringing communities together that were divided for generations,” Governor Hochul said. “The City of New Rochelle is a prime example of what can be accomplished when we let municipalities build, build, build..."

This is a great location for this proposed building, as it is maybe a three minute walk from the Metro North and Amtrak station.

Rendering Revealed For 414-Unit Tower at 260 North Avenue in New Rochelle, Westchester County

"A new rendering has been unveiled for 260 North Avenue, a proposed 28-story residential tower in New Rochelle, Westchester County. Designed by Papp Architects for the 260 N LLC, the structure will yield 414 rental apartments in studio- to three-bedroom layouts. The project will also include a collection of amenities, a 432-vehicle parking garage, and nearly 7,000 square feet of ground-floor retail space. The 32,800-square-foot property is located at the corner of North Avenue and Huguenot Street.

The above main rendering previews the northern and eastern faces of the building from Huguenot Street, showing a rectangular massing with shallow stepped setbacks on the lower levels. The corner will feature a distinctive design beginning with a multi-story glass cylinder that will house a commissioned art installation. Above, the next eight stories feature a concave glass curtain wall. The remainder of the floors up to the roof will feature a beveled corner.

The façade will be composed of green-tinted floor-to-ceiling windows surrounded by a grid of Virginia black granite, with foamed aluminum paneling enclosing the ground floor. The building will also feature several recessed balconies and pocketed terraces..."
