Fronting the Willamette River at the Pearl District, the mills’ beloved water tower, like the rest of the former grain mill, stands heavily tagged with graffiti. Webs of shattered glass give way to gaping holes in windows. One line of wall graffiti best describes the aged, off-white hue of its cracked exterior: “Toasted.”
The most vexing questions facing various owners of the four-acre property over the past 25 years: How do you redevelop it? And who’s going to do it?
