That came in with Centre Plan. So 2019 I think.
If I recall the discussions at the time it was less about climate change and more about urban form. Drive-thrus take up a substantial amount of land given the limited scope of the land use.
And yes, it will give an advantage to non-conforming drive-thrus, for the time being. However, we're already seeing many of those disappear as the land is repurposed to a higher and better use. The Quinpool McDonald's drive-thru is gone and the Wendy's and various Tim's locations on the Darmouth side of the bridge are all in the process of being redeveloped. I think that just leaves the downtown Dartmouth Tim's, the South End Tim's, the Penhorn Starbucks, and the various drive-thrus in the Kempt Road and Halifax Shopping Centre areas. Won't be too long before a good number of them are redeveloped too.
