Harper Cons pulled the trigger, but Trudeau stopped it. I would have liked another plan to adapt them to the new realities at the time, like a rolling schedule like garbage (three day a week mail delivery, with mailmen... mailperson?... working 5 days a week in different areas depending on the rolling schedule).
