I would hesitate to say that it doesn't fit. Roosevelt is an arts district that should welcome creative risks and architectural diversity, and Downtown in general already has a huge diversity of existing architecture - so we should be welcoming developers, owners, and architects who have the means to take design risks, even if it sometimes results in a miss.

This IS good news...it means the market is supporting residential. Curious how this will affect the transformation of Chase Tower to residential as well...oops wrong page to bring this up.

What a shame but I guess it must be true since the project has had no movement whatsoever since the house was removed from its foundation and set on the steel beams.

Phoenix City Council unanimously approves Colangelo's Biltmore luxury condo project

JDM Partners LLC's proposed development at 2400 E. Arizona Biltmore Circle received several letters of support as well as those opposed — including opposition from Best Western Hotels next door.

Since those letters of opposition were filed in November, Nick Wood, zoning attorney with Snell & Wilmer and attorney representing JDM Partners, has been meeting with neighbors to address their concerns.

As a result, the number of condominium units and square footage of office space have been reduced, said Jerry Colangelo, partner and principal at JDM Partners.

Originally planned for 203 luxury condos, the 2400 Biltmore Residential development is now 195 units, he said.

The northern 150 feet of the proposed structure was removed from the plan, creating a reduction in density, Wood said.

The development team also worked with Phoenix traffic engineers to create a driveway along 24th Street that would allow condominium owners to access the property from 24th Street, reducing traffic along Arizona Biltmore Circle, Wood said.

"We dropped the office space to 7,000 square feet from 11,000 square feet," Colangelo said.

The 5,000-square-foot restaurant space will remain the same, he said.

That office space is reserved soley for JDM's headquarters, with no other tenants in the building, he said.

Those changes quelled concerns of Best Western and many residents. Even so, during the Feb. 4 City Council meeting several residents provided testimony against the project, complaining about the height blocking their views. Many other Phoenix residents stood in support of the development that will add housing units to the Valley's supply.

JDM has owned the entire 6.26-acre property for the past 25 years, and it currently is the only tenant on the site, which originally included three structures.

"We've already torn one down because it was falling down," Colangelo said. "Something had to be done regardless. It was just a matter of what it would be. We concluded that in terms of the location, the views and everything about the property would lend itself to a particular type of project."

All of the structures will be razed to make room for the entirely new development.

JDM eyes construction start in 2027
With a goal of starting construction in 2027, it's still too early to determine total development costs of the project and home sales prices, Colangelo said.

Each of the condominium units are designed to be 1,500 square feet, but many owners will elect to buy additional units to create larger homes, Colangelo said.

"People who live there will have incredible views to the west, north and southwest to see downtown Phoenix," Colangelo said. "At night it's quite a scene."

The tallest building on the project will be six stories and will tier down to five stories and four stories for other structures, which addresses neighbors' concerns about their views being blocked.

"This project does a good job on using that land to the best of its capacity in our opinion," he said.

Corner penthouse suites will offer more expansive views.

"If you're looking south, it's evident you have downtown Phoenix views," Colangelo said. "If you want to look north, you've got the mountains right there. If you want to look east that's not a bad view either, with the sun rising in the east over Camelback Mountain. It's a perfect location. It's really a matter of personal taste. What's your pleasure?"

This development comes at a time when 691 new condominiums are under construction in metro Phoenix, with another 1,816 condos entitled that could begin construction in the near future, according to San Francisco-based Polaris Pacific.

With JDM's headquarters on site, creating an opportunity for him to walk to the office, Colangelo said it's likely he'll take one of the condos.

"That's up to the Mrs.," he added.

"The Moreland" Breaks Ground

Saw on LinkedIn that "The Moreland" affordable housing project has broken ground in Downtown. This project is south of Moreland St between 3rd St and 5th St.

Good density-adding project for this location, IMO.

Hope to see the high-rise at 1st and Portland move forward soon.

Anyone know what Bungalows on Portland is?

3 preserved houses on Portland east of 5th St just got wrapped with a TrueNorth fence, was wondering what they were up to here.

True North Studio founder eyes demolition of two Roosevelt Row buildings for housing

It's about time! The Coronado Hotel & original Matt's Breakfast location are set to be leveled.

I would've loved to see more height here but The Herrera is pretty cool looking, design wise.

Applications for the demolition of the Coronado Hotel & Motel at 807 N. 1st Street and the 78-year-old building where the original Matt’s Big Breakfast first opened more than 20 years ago, at 801 N. 1st Street, were submitted to the city of Phoenix in February, according city documents.

The demolition application for the Coronado was discussed during the March 16 Phoenix Historic Preservation Commission meeting.

The orange brick Coronado Hotel & Motel has remained unchanged for years and is notable in part for a distinct vintage sign advertising the hotel and "Color TV." But it wasn't always a hotel. A home had been constructed on the property by 1909, according to a city spokesperson. A hotel addition was added to the rear in 1929, then the front home was torn down in 1964, and a second hotel addition was added to the 1929 building.

Jessica Bushong is listed as the applicant for both properties. She’s affiliated with Drive Development Partners, a development advisory and construction management firm based in Phoenix. But an attorney representing the applicant made clear March 16 that the project is being led by Jonathon Vento, founder and CEO of True North Studio.

Vento doesn’t own the hotel property yet, but his attorney, Nick Wood of Snell & Wilmer, said he would like to buy it, knock down the buildings and extend his recent three-story apartment project to the south. An entity affiliated with Vento bought the property next to the hotel at 813 N. 1st Street for $1 million in 2020, according to Maricopa County documents. The multifamily complex is called The Herrera.

Vento has led a number of historic restoration projects in downtown Phoenix, including on The Pemberton, Luckys Indoor Outdoor, Lom Wong, The Knipe House (now Sottise restaurant) and more.

“Even before he filed for the demo permit, he took several months trying to figure out — scratching his head — is there a way that he could save that building and make it work? And his answer was, unfortunately, no,” Wood said on March 16.

No formal action was taken March 16 regarding the Coronado; discussion about the former Matt's Big Breakfast building will be presented at a later meeting because it's on a separate application. Both demolition permits have a hold until April 28, per city documents.

Just south of it is a smaller building — built in 1945 — that was once home to the original Matt’s Big Breakfast. The locally owned restaurant opened its doors Oct. 21, 2004, in the 800-square-foot space with 24 seats before making multiple moves on the same street. The latest move was announced in December 2025, as the restaurant took over a spacious building at 817 N. 1st Street with a larger patio, kitchen, dining room and diner bar, according to an Instagram post from the restaurant. Since opening, Matt's Big Breakfast now has five locations across the Valley.

A home was also once on this property, but it was demolished in 1964, the city said.

Roosevelt Row Arts District in downtown Phoenix is known for its art galleries, restaurants, bars and street art. It’s also where the First Friday Art Walk takes place.

Is the Herrera the colorful building between the Coronado and Matt's current location? It looks beautiful but seems unoccupied.

Yeah, the entire space has had a padlock on it for a few months now. Not really sure why as it seems fully built-out. Maybe a vendor payment dispute? Idk.

But I'm surprised by this news considering the current development is in some form of limbo.
