Yeah, it usually looks worse. Underground parking is pretty common in many Canadian cities. I think Cunard was like this because of potential water-related issues.
There are some nice garages that do a good job of camouflaging the parking. Some go as far as to add fake windows. There are some others that were designed in an interesting way, but they no doubt have bigger budgets.
