That was a stroke of luck, and a lot of effort--the fountain broke after it was shut off during the drought (shutting off a fountain and letting it go dry is very bad for the fountain & often results in things breaking), and the plan to rehab the Unruh building (the state office building next door to the fountain) originally included a plan to remove the fountain entirely and just pave over its location. Local activists got together and lobbied DGS and legislators for quite a while, resulting in a change in the plan to restore the fountain instead of demolishing it.
