I'm going based off of historic photos of buildings like the Deaf and Dumb Institute and Wellington Barracks. There were also some more modest buildings like the Empire Theatre at North Street. I get the feeling the area had already declined by the 60's, though not to the depths seen by 2000 or so.

I don't have a problem with the idea of providing housing for people but a lot of the specific projects built around that area were ill-conceived and didn't turn out well.
